This article elaborates on the modernization of environmental governance from the aspects of governance model, governance system, governance ability and governance echelon. In？analyzing the environmental governance model, the article discusses the modernization framework which is led by government, market and society. As to the environmental governance system, the article discusses the modernization tendency which is legislation-oriented, enforcement-oriented and judicature-oriented. As far as the environmental governance ability is concerned, the article also deals with the modernization path of decision-making？ability, policy implementation ability and countermeasure reaction？ability. Finally, the article discusses the environmental governance echelon by analyzing the environmental governance prospects in the first, second and third modernization process.
