后发地区生态文明导向的政绩考核体系研究——以广东省梅州市为例

On Ecological Civilization Oriented Government Performance Assessment System in To-be Developed Areas: A Case Study of Meizhou in Guangdong Province

后发地区建立体现生态文明要求的干部政绩考核体系,有助于引导党政领导干部树立正确的政绩观,并运用生态文明理念引领经济社会走"绿色崛起"之路。但是,在生态文明视角下,当前后发地区的政绩考核还存在指标体系设置不科学、考核过程缺乏公众参与、考核结果运用不足等问题。为破解这一难题,我们认为:需要在思想上不断提高认识;在考核内容上逐步增加生态文明建设相关指标权重,强化指标约束性;在考核对象上根据主体功能区定位,努力实现差异化考核;在考核方式上不断提高公众参与的监督作用;在考核结果运用上突出激励与约束并重。

To establish an ecological civilization evaluation system in to-be developed areas will guide the party and government leaders to have a correct view of their performance and try their best to lead our economic society to the way of ＂green uprising＂ by applying the concept of ecological civilization. However, observed from the perspective of ecological civilization, the current government performance assessment system in to-be developed areas still encounters some problems, such as the unscientific setting of index system, the process of evaluation that is lack of public involvement, the result of evaluation that is not sufficiently used, and so on. Therefore,we should continue to enhance the understanding of government officials, to increase the weight of ecological civilization construction index, to carry out differentiation assessment, to improve the supervisory role of public involvement, and to strengthen the use of evaluation results by highlighting motivation and restriction.
