关于我国防护林体系建设的思考

防护林体系建设是我国生态建设的重要组成部分。加快构建科学合理的防护林体系,推动防护林建设持续健康发展,可为经济社会发展提供更好的生态条件。我国防护林体系建设大致经历了三个大的发展阶段。防护林在调节气候、水土保持、涵养水源、防风固沙、固碳释氧以及保护生物多样性等方面发挥着重要作用。当前,我国防护林建设存在建设任务依然繁重、国家扶持力度有待加强、科技支撑体系亟需完善、林种结构与多样化功能需求不相适应、防护林退化老化等突出问题。建议加大公共财政支持力度,完善防护林工程管理,依法建设与保护防护林,构建防护林激励导向机制,实现防护林科技突破。

Protective forest system construction is an important part of ecological construction in our country. Accelerate the establishment of a scientific protective forest system, and promote the construction of protective forest sustainable and healthy development, can provide better ecological conditions for economic and social development. Protective forest system construction in China is roughly experienced three stages of development. Protective forests play the important roles in regulating climate, conservation of soil and water, water conservation, windbreak and sand-fixation, carbon oxygen release, and protection of biological diversity, etc. At present, protective forest is facing a series of more serious problems such as heavy construction task, national support, science and technology support system is not perfect, the forest category structure and diversified function demand does not adapt, protective forest degradation of aging, etc. This article suggested that increasing public financial support, perfecting the protective forest project management, protection forest construction and protection in accordance with the law, building a shelter forest guide incentive mechanism, realizing the protective technology breakthrough.
