Study on Informatization Evaluation of National Research Institutes

信息化是科研机构创新能力的重要保证,针对近几年来中科院研究所信息化评估的问题,本文在国家、行业和企业等信息化评估的基础上,提出了信息化评估的逻辑模型。同时针对国立科研机构的组织特征和信息化特点,提出了国立科研机构院所两级的信息化评估体系,其中,院级评估以准确定位信息化水平为导向,所级评估以管理效率提升为导向。院、所两级的评估体系解决了国立科研机构信息化宏观定位和微观管理问题。

Informatization is an important indicator for measuring institute’s sustainable innovation. Based on evaluation practice of informatization of CAS institutes and that of different countries, industry and enterprises, we put forward a logical model for informatization evaluation of national research institutes. Furthermore, we propose a two-level evaluation system on the base of informatization characteristics of the national research institutes. The academy level is positioned on measuring the level of informatization while the institute level is positioned on improving management efficiency. The two-level system solves positioning issues in macro scope and helps improve management efficiency in micro scope for national research institutes.
