从地缘政治视角看中国的海洋强国战略

On Chinese Maritime Power Strategy from the Perspective of Geopolitics

近年来,中国大力实施海洋强国战略,保护本国的海洋权益和海外利益,加快海洋资源的开发,积极发展海洋经济。但由于海洋权益的外向型特征、特殊的地缘政治特点和历史原因,中国与周边国家的领土和海洋争端加剧。尤其是在美国加快战略重心东移、实施"亚太再平衡"战略的背景下,中国与周边国家的海洋权益之争常被美国所利用,中国的海洋地缘政治压力迅速增加,中国的海洋强国战略受到严重挑战。在和平与发展成为主流的国际大背景下,我国应该充分发挥外交的智慧和艺术,利用政治谈判手段和平解决海洋争端,尤其要着力解决中美两国在东亚地缘政治中的利益冲突,寻求两国间更大的合作空间。

To be a powerful nation of world marine and to protect its marine rights and overseas interests, China has taken positive steps to accelerate marine resources development in recent years.Due to its ex-port-oriented characteristics of marine rights, as well as the special geopolitical characteristics and his-torical reasons, the territorial and maritime disputes were heightened with neighboring countries.With the implementation of the strategy of “Asia Pacific Re-balancing”, America has moved its strategic focus eastward.Increasing disputes of China with other countries was used by it, which brought great marine geopolitical pressure to China, and took serious challenges to the China marine strategy.However, peace and development remain the main theme of the present time.China should give full use of diplomatic wis-dom, namely settling the maritime disputes by peaceful means of political negotiations.Among the dis-putes, China should particularly work on Sino-US conflict of geopolitics interests in East Asia, seeking greater cooperation between the two countries.
