摘要
针对现阶段如火如荼的PPP热潮,论文以辨析的思维阐述了PPP的5个关键问题,包括PPP的名称、核心功能、适用法律、PPP项目的投资回报及税收。从政府的角度提出了PPP可持续发展的基本原则:行之以诚、持之以恒、终之以约、裁之以法。
Aiming at the present stage of the upsurge oflike a raging fire PPP, the article describes the five key problems in PPP by analyzing thinking,including the name of the PPP,the core function,the applicable law,the PPP project investment returns and tax. The PPP basic principle of sustainable development was put forward from the angle of government ： acting in good faith, devoting in a persistent way, terminating cooperation on the basis o f contract, dealing with disputes by the law.
