高技术服务业发展的体制机制创新研究——以安徽省为例

Institutional Mechanisms for the High-Tech Service Industry Innovation——A Case Study of Anhui

高技术服务业已成为产业结构调整、经济发展方式转变与创新型省份建设的必然选择。与我国高技术服务业发达地区相比,安徽无论在规模还是质量上都存在较大差距。文章指出,创新体制机制,加快高技术服务业发展:以体制机制改革为动力点,着力推进产业发展的"三大创新";以产业转型发展为关键点,着力延伸产业发展"三大链条";以集聚支撑发展为切入点,着力建设产业发展的"三大载体";以创新驱动发展为突破点,着力引导产业发展的"三大机制";以财税优惠制度为激励点,着力完善产业的"三大政策"。

High-tech service industry has become the inevitable choice of industrial structure adjustment and economic development mode and the construction of innovative province. Compare to other high-tech developed regions in China Anhui is still at low stage both in scale and quality. Suggestions for Anhui to accelerate the development of high-tech service industry as following： take the reform of system and mechanism as the driving force, make efforts to promote the industrial development of the ＂three innovations＂; with the development of industrial transformation as the key point, make efforts to extend the industrial development of ＂three chains＂; to support the development of agglomeration as the starting point, focusing on the construction of the industrial development of the ＂three major carriers＂; take innovation development as the breakthrough point, to guide the industrial development of the ＂three mechanism＂; take the preferential taxation system as motivation, make efforts to improve the ＂three major policies＂ of the industry.
