兼顾公平与效率的社区图书馆网点布局研究

Research on the Layout of Community Libraries Based on Principles of Fairness and Efficiency

[目的/意义]探讨社区图书馆网点如何科学合理地布局,保障社会公共资源的有效利用,为完善社区图书馆公共服务体系建设提供支持。[方法/过程]突破传统的定性分析的局限,从定量分析的角度,基于兼顾公平与效率的原则,针对需求不确定条件下的社区图书馆全新规划选址以及补充性选址两类问题分别构建数学模型;应用模糊机会约束规划理论,将模糊选址规划模型转化为确定的数学规划模型。[结果/结论]通过LINGO软件对模型进行求解,验证了模型的有效性。研究结果对实际的社区图书馆网点布局具有一定的参考意义。

[ Purpose/significance ] This paper discusses how to design the layout of community libraries scientifically and rationally, to guarantee the effective use of public resources and provide support for the improvement of public service system of community libraries.[ Method/process ] This paper overcomes the limitation of traditional qualitative analysis. From a quantitative analysis point of view, two mathematical models are respectively proposed for the cases of totally new planning and supplementary planning of the new location of community libraries, based on the principles of fairness and efficiency. Following the fuzzy chance constrained programming theory, it transforms the location planning model with fuzzy parameters into deterministic mathematical programming one. [ Result/conclusion ] This paper illustrates the effec- tiveness of the proposed models by numerical examples solved by LINGO. The results provide the valuable guide for the real - life layout design of community libraries.
