复杂网络视角下的蒙古文资源共建共享保障体系研究

Study on Construction and Sharing of Mongolian Resources System from the Perspective of Complex Networks

[目的/意义]国内尚未见全面应用的蒙古文资源共享系统,也未见任何机构实质性地组织、实施蒙古文资源共建共享,更未见某数据商开发、生产、发布和共享蒙古文资源。梳理相关文献,发现蒙古文资源共建共享遇到了严重的瓶颈制约,在这种情况下必须突破束缚,以新的视角研究蒙古文资源共建共享。[方法/过程]以政府(包括文化机构)、图书情报机构和蒙古文研究机构(包括研究者)3个维度组成复杂网络,探讨3个维度在蒙古文资源共建共享保障体系建设中的关联关系,在此基础上构建蒙古文资源共建共享保障体系。[结果/结论]通过对现有蒙古文资源数字化建设路径的改造,优化蒙古文共建共享保障体系,给出保障体系建设的方法,展望未来研究方向,为蒙古文资源共建共享保障体系建设实践提供切实的参考和可行的借鉴。

[ Purpose/significance] After reviewing related literature, it is found that the domestic market has not been fully applied the Mongolian sharing system, and there is no organization to implement the Mongolian resources sha- ring, nor a database provider to develop, product, release and share Mongolian resources. Mongolian resources co-con- struction and sharing encountered a serious bottleneck. In this case we need to break old and boundaries and study in a new perspective. [ Method/process ~ This paper takes the government （including cultural institutions）, library and intel- ligence agencies and Mongolian research institutions （including the researchers） as three dimensions to construct a com- plex network. Then it explores the relationship of the three dimensions in Mongolian resources co-construction and sharing system. On the basis, it constructs the security system. [ Result/conclusion ] Through the transformation of existing Mongolian resources digitization construction to optimize the Mongolian sharing security system, this paper provides how to construct the security system, and looks forward to the future development. It could provide reference for the construction of the Mongolian resources co-construction and sharing security system.
