上海应深谙并遵循科技创新主导文化创意产业演化的机理,出台具有前瞻性的文化政策与科技创新政策,建立起"产学研"相结合的文化创意产业科技创新体系和文化科技产品版权保护制度,优化文化与科技融合的外部环境,构建公共技术平台与文化科技融合平台,形成支撑文化创意产业发展的科技保障体系,推动高新技术与文化创意产业的深度融合。
