上海能源战略总体方针可表述为"平衡为本、安全为纲、低碳优先、科技驱动"。"平衡为本",即以构建平衡的能源网络体系为长期的、能源战略发展的根本目标和方向;"安全为纲",即以能源安全为首要约束性条件,能源发展必须保障城市2000多万人口的生活和生产正常运行,必须满足城市经济社会发展对能源的需求,必须适应市民生活水平不断提高后的能源需求;"低碳优先",即优先开发和使用低碳、清洁能源,保持人与环境和谐发展;"科技驱动",即大力研发、推广、应用能源科技,提升能源效率和清洁能源的利用水平。

The general approach of Shanghai 's energy strategy can be described as ' balance- oriented,safety as the key link,low-carbon priority,and technology-driven '. ' Balance-oriented ',which regards building a balanced energy network system as the long-term,fundamental objective and direction of the development of energy strategy. ' Safety as the key link' means the energy security is the cardinal constraint conditions,energy development must be ensured to protect the running of people 's normal life and production,must meet the energy demand of city's economic and social development,and must adapt to people's requirement after the rising living standards. ' Low-carbon priority ' means giving priority to the exploiting and use of low-carbon,clean energy,keeping the harmonious development between human and environment. ' Technology-driven' means strengthening the efforts to develop,popularize and apply energy technology,and improving the energy efficiency and utilization level of clean energy.
