城乡一体化背景下健全城镇住房保障制度路径探索

The Path Exploration of Amplifying the Urban Housing Social Security System Under the Urban-rural Integration

党的十八大和十八届三中全会相继提出了构建城乡一体化的社会保障体系这一远景。健全的住房保障制度是其中一个重要目标,同时也是构建社会主义和谐社会的一项基本要求。与此同时,城乡二元制结构在逐渐解体,城乡户籍改革已经开始试点。大量的农村人口如何有序地市民化,近年来越来越成为一个难点和重点问题。这一日益壮大的群体无法与拥有城市户口的居民平等地享受城市各种基本的公共住房福利。本文通过对现有城镇住房保障制度研究,更深入地对现阶段我国农民工居住现状进行调查分析,通过梳理现有一些城镇住房保障制度的实施尝试,提出了健全我国城镇住房保障制度的必由之路,尽快健全农民工的城镇住房保障制度,并提出了相应的解决路径,希望对我国城乡一体化发展和农民工市民化进程有所帮助。

The Eighteenth National Congress of the CPC and the Third Plenary Session of the eighteen have proposed the vision of the construction of urban-rural integration of the social security system,a sound housing security system is an important objective,and in the meanwhile is also a basic element to build a harmonious socialist society.Meanwhile,the urban-rural dual system structure gradually disintegrated,and rural household registration reform has started a pilot in2014 in Henan province to launch the identity of a unified management system of residents,no longer distinguish between urban and rural residence,but in recent years,how to let a large number of rural people become citizens orderly has become a difficult and key issue.By the end of 2013,China＇s total migrant workers had reached 268,940 thousand,an increase of2.4%.This growing urban population can not be equal with citizens in the enjoyment of all the basic public housing benefits.Based on existing research of urban housing security system,this thesis takes a more in-depth analysis of the living status of migrant workers at the present stage,combs through some of the existing implement of the urban housing security system,and put forward some corresponding solutions,hoping to give some help to the development of urban-rural integration and migrant workers,who try to become citizens.
