基于PM3的公路工程造价管理成熟度模型

Highway engineering cost management maturity model based on PM3

为了提高工程造价管理水平,基于项目管理成熟度模型(PM3)的基本思想,构建了公路工程造价管理成熟度模型。以成熟度等级、公路工程造价管理过程和公路建设类型作为模型的三个维度,构建了贯穿公路工程建设全过程的造价管理定量化评价指标体系。分析了各指标的含义和量化方法,明确了工程造价管理5个成熟度等级的内涵。最后采用层次分析法和加权平均法确定了工程造价管理的成熟度等级。

To improve the level of project cost management,a highway project cost manage-ment maturity model is established based on the basic idea of the Project Management Ma-turity Model （PM3 ）.Taking the maturity level,highway construction cost management process and highway construction type as the three model dimensions,the cost management quantitative evaluation index system was constructed through the whole process of highway construction,the meaning of each index and the quantitative method were analyzed,and the connotation of five maturity levels of construction cost management was clarified.AHP a-nalysis and weighted average method were used to determine the construction cost manage-ment maturity level.
