军队院校外语教学机制现状剖析与构建

Current Situation and Construction Assumption of Foreign Language Teaching Mechanism in Military Academies

为改善军队院校外语教学"改革不断、成效不显"的局面,借鉴"教育机制"的内涵及其结构框架,通过剖析军队院校外语教学在层次机制上重宏观轻中观和微观、在形式机制上重行政计划轻指导和服务、在功能机制上重制约轻保障和激励的现状,提出构建院校外语教学长效机制的设想,即在层次机制上应制订涉及国家、军队、院校(部队)集执行、监督、问责于一体的外语教学管理体系;制订军队外语教育规划,完善院校外语教学制度,在不同层面形成合理的指导机制、服务机制、保障机制和激励机制。

To find solutions to the embarrassment of non-effective reforms, this paper introduces the connotative structure of educational mechanism and analyzes current situation of foreign language teaching mechanism in military academies from the following aspects： in its mechanism of administrative structure, the macroscopic mechanism outgrows the intermediate one and the microscopic one; in its formative mechanism, the governing plan mechanism outgrows the instructive one; and the service one, and in its functional mechanism, the restricting mechanism outgrows the guarantee one and the inspiring one. Then, it proposes some assumptions of constructing effective long-term mechanism to set up administrative system involving the nation, the army, the military academies （units） , and to form at different levels scientific guidance mechanism, serv- ice mechanism, support mechanism and incentive mechanism by building ideal systems.
