摘要
为改善军队院校外语教学"改革不断、成效不显"的局面,借鉴"教育机制"的内涵及其结构框架,通过剖析军队院校外语教学在层次机制上重宏观轻中观和微观、在形式机制上重行政计划轻指导和服务、在功能机制上重制约轻保障和激励的现状,提出构建院校外语教学长效机制的设想,即在层次机制上应制订涉及国家、军队、院校(部队)集执行、监督、问责于一体的外语教学管理体系;制订军队外语教育规划,完善院校外语教学制度,在不同层面形成合理的指导机制、服务机制、保障机制和激励机制。
To find solutions to the embarrassment of non-effective reforms, this paper introduces the connotative structure of educational mechanism and analyzes current situation of foreign language teaching mechanism in military academies from the following aspects: in its mechanism of administrative structure, the macroscopic mechanism outgrows the intermediate one and the microscopic one; in its formative mechanism, the governing plan mechanism outgrows the instructive one; and the service one, and in its functional mechanism, the restricting mechanism outgrows the guarantee one and the inspiring one. Then, it proposes some assumptions of constructing effective long-term mechanism to set up administrative system involving the nation, the army, the military academies (units) , and to form at different levels scientific guidance mechanism, serv- ice mechanism, support mechanism and incentive mechanism by building ideal systems.
