加强我军战略投送领导指挥体制建设研究

Strengthening Lead and Command System Construction of Strategic Projection in Our Army

在深化国防和军队改革中,必须加速战略投送领导指挥体制的建设,进而推进战略投送力量这支新型作战力量建设,全面提高我国的军事实力。现代战略投送领导指挥体制整体上呈现出统一筹划、集中领导,能级管理、分类建设,综合调度、联合指挥等主要特点。结合中国的国情军情,加强我军战略投送领导指挥体制建设,应遵循以下总体思路:着眼跟上时代发展,在融合性上下功夫;着眼军队发展需求,在全局性上下功夫;着眼发挥整体效益,在系统性上下功夫;着眼积极稳妥推进,在可行性上下功夫。在此基础上,一是依据军队改革的进程,进一步完善战略投送领导指挥体制,实现对军地战略投送力量的统一筹划、统一建设、统一管理、统一使用;二是着眼应急、应战战略投送任务,进一步健全完善法规制度,形成更加顺畅高效的运行机制。

In the course of reforming national defense and the army, we should accelerate the construction of lead and command system and strategic projection to improve Chinese military capability. Modem lead and command system of strategic projection has the characteristics of unified planning and centralized leading, competence level management and classification construction, and integrated dispatching and command. To strengthen the lead and command system construction, we should keep to following general ideas according to our national conditions and military situation： implementing integration to keep up with the development of times, emphasizing overall importance to meet the needs of army development, caring systematization to raise the whole benefit, and improving feasibility to promote the development actively. In addition, we should perfect the lead and command system of strategic projection in terms of army reform process, and realize the unified plan, construction, management and use of military-civilian strategic projection force; considering emergency strategic projection missions, we should also perfect regulations to form efficient operation mechanism.
