中外合作办学省级政府教育统筹的问题归因与对策研究——国家教育体制改革试点调研报告

Problems and Solutions Concerning the Provincial Government Co-ordination of Sino-Foreign Cooperative Education Programs——A survey of national pilot programs for education system reform

课题组通过对北京、上海等5个省市中外合作办学体制改革试点的改革方案、管理制度、配套政策、试点成效等进行调研后发现,各试点在推动高校体制创新、政府角色转型等方面成效显著,但也存在一些普遍性的问题:政府对中外合作办学专业布局缺少整体规划,行政因素过度渗入;教育主管部门多"重文件审批而轻后续管理",质量监督与处罚机制跟进滞后。应充分发挥政府宏观调控与引导作用,加强社会监管力量参与,实施"两条腿走路"战略,推动我国对外教育交流与合作向纵深方向发展。

This paper is based on a survey of the national pilot programs for education reform mainly concerning the reform planning, management system, institutional support and real outcome of Sino-Foreign Cooperative Education Programs carried out by Beijing, Shanghai, Zhejiang, Yunnan and Guangxi. The pilot programs have promoted the institutional innovation and the change of government role in higher education. Meanwhile, there are still some common problems, such as subject construction are short of overall plans, and too much government intervention; the education authority cares much more about red tapes than real follow-up administration; quality supervision and penalty mechanism lag behind. Therefore, government should give guidelines and macro-control. We should strengthen Cooperative Education Programs should ＂walk on supervision and evaluation from social force. Sino-Foreign both legs＂ so that China＇s international exchanges and cooperation can improve in depth and breadth.
