A Strategic Vision for the U.S.and India:An Interpretation of "Global Swing States"

美国学者将印度视为"全球摇摆国家",希望印度能在美国"亚太再平衡"战略中发挥重要作用,以巩固美国主导的现有国际秩序。2015年1月,美国与印度达成了《美印亚太及印度洋联合战略愿景》,双方正式确认了在亚太及印度洋地区享有共同利益。这份文件具有极强的宣示性,它预示着印度对外战略与美国"亚太再平衡"战略挂钩,进一步巩固了美国主导下的国际秩序。

American scholars see India as a 'global swing state' in their hope that India can play a critical role in support of the U.S.strategic re- balancing to Asia and the Pacific and in U.S.efforts to consolidate international leadership position.In January 2015,the U.S.and India concluded the Joint U.S.- India Strategic Vision for the Asia- Pacific and Indian Ocean,in which the two sides confirmed that they share common interests in the Asia- Pacific and Indian Ocean Regions.The Strategic Vision is a bold statement,indicating a strategic relationship between India's foreign policy strategy and America's re- balancing to Asia and the Pacific.As such,it represents further consolidation of the America-led international order.
