Layeha is the primary medium through which the Afghan Taliban's senior leadership explains its strategic directions and internal operating procedures to all of its military forces.Its primary contents include:Regulations related to the disposal of prisoners of war and handling of government sub-contractors;provisions related to the handling of espionage and prohibited behaviors.Despite introduction of a range of measures,implementation of Layeha continues to fall short of expectations.In terms of ensuring military discipline and order of the Taliban forces,Taliban judges play a critical role.The relationship between Taliban judges and Taliban military officers is complex.Numerous changes in jurisdiction illustrate the tireless efforts of the Taliban to use legal mechanisms to maintain military order.These legal mechanisms further function to enhance the military and political influence of the Taliban.
