摘要
PPP项目风险错综复杂,识别关键影响因素为高效风险管理前提。研究构建风险因素指标体系,在模糊层次分析法的群组决策中引入集结主客观赋权的专家权重,结合DEMATEL法分析各风险因素在体系中的综合影响程度。结果表明项目参与方在风险管理中需对政策持续风险、法律变更风险、合同文件冲突风险、融资风险、不可抗力风险着重关注。
The risk of projects in PPP model is complex; and how to identify the key influencing factor is the premise of the effec- tive risk management. This paper sets up the index system of risk factors, imports the expert weight combining objective and subjective synthetic approach in the group decision of fuzzy analytic hierarchy process （ FAHP）, and combines the DEMATEL method to analyze the comprehensive influence of risk factors in the system. The results indicate that in the risk management, the project participators need to focus on the continuing risk of polices, the risk of modification of law, the risk of the conflict among the contract documents, the financing risk and the force majeurc risk.
