基于能力结构视角的京津冀区域协同创新

Research on Regional Collaborative Innovation of the Beijing-Tianjin-Hebei Region Based on the Perspective of Ability Structure

在构建区域协同创新能力评价指标体系的基础上,利用能力结构关系模型,对2008—2013年京津冀区域三省级地区的创新能力结构指数、创新能力结构耦合度及协同创新获益比例进行测度分析,研究结果表明,区域内综合创新能力、创新能力结构耦合度及协同创新获益比都呈现出持续、稳定改善趋势。三个省级区域综合创新能力存在显著差异,北京市最高,河北省最弱;创新能力结构耦合度不均衡,京津合作比京冀、津冀合作表现出更好的稳定性;京津、京冀、津冀协同创新获益比都呈现出下降趋势,各地区在区域合作创新中的获益值呈现上升趋势。以此为基础,提出促进京津冀区域协同创新的对策建议。

On the basis of building an index system of regional collaborative innovation, as well as using the relational model of ability structure, the authors measure Beijing-Tianjin-Hebei from 2008 to 2013 about the index of creativity structure, the coupling degree for structure of innovative ability and the benefit ratio of collaborative innovation. The results show that these three aspects have been improved stably and continually. Among the three regions, there were significant differences when consider about the comprehensive innovation ability, of which Beijing was the highest and Hebei was the lowest. The coupling degree for structure of innovative ability was imbalanced, as the cooperation between Beijing and Tianjin was more stable than that between Beijing and Hebei or that between Tianjin and Hebei. Collaborative innovation benefit ratios of Beijing-Tianjin, Beijing-Hebei as well as Tianjin-Hebei tended to decrease, yet the benefit value of each district increased, which was gained from the regional collaborative innovation. Based on this, the authors bring up some proposals to promote collaborative innovation among Beijing-Tianjin-Hebei.
