随着区域经济一体化和经济全球化的发展,贸易安全、供应链安全问题逐渐成为全球关注的热点。识别现存供应链安全制度或建立新安全制度,以便更有效地进行风险质量管理显得尤为重要。经认证经营者(AEO)能够简化企业进出口程序,提高企业信誉,降低企业保险费用,同时实现不同经济体之间的互认。我国在积极推行AEO认证的同时,应降低认证成本,减轻企业负担;增加针对AEO认证企业的优惠政策;强化商界对AEO制度的认可程度,扩大认证范围;继续完善社会信用体系建设;促进口岸管理部门协同监管,争取逐步实现国际互认。

With the regional economic integration and economic globalization, trade security and supply chain security have become the hot issues attracting global attention. Identifying the existing supply chain security related system or formulating a new one to effectively control the risks is becoming increasingly important. The Authorized Economic Operator （AEO） can simplify the export and import process, improve the enterprises＇ reputation, reduce the insurance fee, and realize the mutual recognition among difference entities. In practicing the AEO system, we should reduce the related cost, provide related enterprises with preferential policies, make this system to be more acceptable, expand the scope of authorization, perfect the social credit system, promote the coordinated supervision with port regulation department, and gradually realize the international mutual recognition.
