2015年9月13日，中共中央、国务院《关于深化国有企业改革的指导意见》（下称“《指导意见》”）正式公布，标志着中央层面的国企改革顶层设计终于出台。该《指导意见》明确了市场化完善现代企业制度的改革方向，以完善国资管理体制为体制保障，发展混合所有制经济为重要途径，强化监督，防止国有资产流失则是改革成功的重要保证。
An overall success of SOE Reform matters the art of building up internal strength and an increase of operational management's ability.In the long run,based on top-level design,SOE Reform should be comprehensively considered with some factors including Stakeholder management,Strategic positioning,control mode,patterns of growth of whether M&A or innovation,consciousness of risk management,market-oriented talent management mechanism and active use of informationalized skills,so as to enhance SOE's competitiveness and to accomplish their long-term development.
