联合国作为最具普遍性的国际多边组织,一直在全球治理中发挥着不可替代的重要作用,是维护和促进全球安全、发展与进步的最核心机构。当前,世界形势深刻变化,各种挑战层出不穷,联合国权威和效率削弱,全球治理赤字突出。为建设人类社会更加美好的未来,应全面推进联合国改革,进一步提升联合国的代表性和行动力,有效应对日益增多的全球治理难题,构建更加开放包容、协同共进、高效运作的21世纪全球治理新框架。

The United Nations has been playing an irreplaceable important role in global governance. As the world situation is undergoing profound changes and there are various new challenges,the UN authority and efficiency have been weakened and the global governance deficit has become more and more prominent. To build a better future for the human society,the international community should step up efforts to promote the reform of the UN and further enhance its representative and operational power,so as to enable it to more effectively cope with the growing problems of global governance and build a more open,inclusive,collaborative and efficient framework of global governance in the 21 st century.
