Social Consultation and Social Governance

协商民主中的社会协商是实现社会治理的基本方式。社会治理强调政府与社会的互动关系,注重公民的协同和自治。社会协商就是指政府与民众之间进行直接互动的民主协商过程,因而也是社会成员参与社会治理的过程。用社会协商的方式合理地解决社会治理中存在的各种社会矛盾,有助于使包含竞争因素的多元治理成为体现合作精神的和谐治理,使社会治理真正成为善治。同时,社会协商作为建构和维护社会秩序的机制,也能在促进社会和谐的基础上实现社会稳定。

Social consultation in deliberative democracy is the basic way to achieve social governance. Social gover- nance emphasizes the interaction between government and society and focuses on citizens＇ collaboration and autonomy. Social consultation is a direct interactive and democratic deliberative process between the government and the citizens. It is also a process for members of society to participate in social governance. Social consultation can reasonably solve all the social conflicts in social governance, and turn pluralistic governance that involves conflicting elements into coopera- tive and harmonious governance, making social governance into the governance of the good. Meanwhile, social consulta- tion, as an institution to construct and maintain social order, can also help to maintain social stability on the basis of so- cial harmony.
