摘要
通过分析我国安全工程专业人才研究现状,在借鉴胜任能力模型和动态能力理论思想的基础上,明确界定了安全工程人才能力概念,建立包括安全管理能力、安全技术能力、性格与品质、动态能力这四个维度的评价框架,遴选31个指标构成第一轮评价指标体系,并采用专家隶属度分析和层次分析方法开展进一步的实证筛选与指标赋权,进而形成一个多层次多角度的人才能力评价体系,为监测安全工程人才能力提供具有可操作性和可复制性的测度工具。
Scientific and reasonable ability evaluation system of engineering talents is not only helpful to optimize personnel training mode and curriculum system,but to meet the market demand of safety engineering talent.On the basis of the competency model and the thought of dynamic capability theory and by analyzing the current status of safety engineering talents in China,the paper clearly defines the concept for safety engineering talent ability,and constructs an evaluation framework from such four dimensions as security management ability,security technology ability,disposition and character,dynamic capability.In accordance with the theory,31 indexes are selected to constitute the first round of evaluation index system,and the expert membership degree analysis and analytic hierarchy process are employed to carry out further empirical screening and index weighting so as to form a multi-level and multi-angle talent ability evaluation system,providing operable and reproducible measure tools for the measurement,supervision and improvement of safety engineering talents’ ability.
