关于青海省地方铁路投融资和运营问题的建议

Issues on Development of Local Railways in Qinghai Province

本文基于对青海省地方铁路的调研,梳理分析了地方资源开发性铁路发展现状及存在的主要问题。青海省应在统筹资源开发与环境保护的基础上,以吸引社会资本为主攻方向,以自主运营为主导模式,并尝试设立地方铁路发展基金,来促进地方资源开发性铁路的发展。

This essay analyses the status of local railways in Qinghai Province and point out the existing problems. The analysis presented in this paper considers that, for the purpose of promoting the development of local resources development railway, the related policy makers in Qinghai Province should balance resource development and environmental protection, attract social capital as the main direction of financing, choose autonomous operation as the dominant mode of operation, and try to set up the local railway development fund.
