上海居家养老服务的供给、购买与决策:以“福利轮”为分析视角

Provision,Finance and Decision of Home Care for the Elderly in Shanghai:The Perspective of Wheels of Welfare

本文在简要回顾上海居家养老服务发展历史基础上,运用"福利轮"视角从供给、购买和决策三个维度来分析上海居家养老服务,发现上海居家养老服务类型是相对较为单一的,其主要原因归于公共部门发展缺位、政府补贴有待优化和个人决策严重被忽视等,建议积极培育公共机构、改进政府补贴政策和增加个人决策环节,为其可持续发展提供有效路径。

Based on its history, home care for the elderly in Shanghai is analyzed with Wheels of Welfare, which has three dimensions, that is, provision, finance and decision. Then, it is concluded that home care in Shanghai is too simple mainly because of lack of public sectors, inadequate government subsidy, and ignored individual＇s decision. Therefore, it is suggested that some measurements should be taken, such as active support on public organizations, improvement on government subsidy, and supplementary individual＇s decision, for the sake of its sustainable development.
