调整抑或淡化:对国内“自主创新”研究之辩

Adjusting or Diluting: Argument on Domestic Research on “Independent Innovation”

"自主创新"一词一度在学界和社会使用频率极高,但对其理解和认知的偏差可能会产生一些负面影响,有必要对其辨析和论证。采用文献研究法,首先阐明自主创新作为一种国家战略,渗透了经济发展、国家安全、民族自强等理念,是国家领导人立足中国现实国情所提出的;其次,梳理近十五年来国内自主创新研究的演进包括四个阶段:萌芽期、爆发期、深化期、衰退期,强调围绕自主创新内涵和概念的专门研究还很稀少;再次,剖析现有自主创新概念中存在的特点与不足,构建自主创新片面认知的消极影响模型,并尝试给出自主创新概念的认知框架。最后,论证创新驱动发展战略与自主创新二者间的关系,指出当前对自主创新应进行调整或者逐渐淡化。

＂Independent Innovation＂ is one of the words with extremely highest using frequency by the academic circle and society at one time, but the understanding and cognition deviation on it may bring negative influence. Therefore, it is necessary to conduct discrimination and demonstration on it. By using literature study, this paper firstly elaborates independent innovation as a national strategy thoughts, including the concept of economic development, national security, national strength and so on, which is put forward upon the realistic national conditions. Secondly, summing up the evolution of the domestic independent innovation research over the past 15 years contains four stages： bud, outbreak, deepening and recession. The special research around the independent innovation of the concept and connotation were rare. Thirdly, it thoroughly analyzes and demonstrates the characteristics and deficiencies existing in independent innovation concept presently, and then constructed the influence mechanism model of cognition status on independent innovation. Meanwhile, it proposed the possible framework on the reconstruction of independent innovation concept; Finally, the paper demonstrates the relationship between innovation-driven development strategy and independent innovation, and clearly points out that independent innovation concept should be adjusted or gradually diluted at present.
