In order to strengthen the government ecological management and advance its performance, it is premise to evaluate the performance scientifically. For achieving this, the evaluation should be a multi - angle evaluation with the ＂new 3E＂ angle from the perspectives of economics, management and ecology, integrating with Cost - benefit Analysis（ CBA）, Key Performance Indicators（KPI） and ecological -economic system analysis, and building a performance evaluation index system of government ecological management with the four dimensions of economics, sociology, ecology and technology. Through the vertical and horizontal comparison and analysis of spaial and temporal difference analysis framework, the evaluation explores the basic law of government ecological management, and provides scientific guidance for improving ecological management system and government performance.
