我国区域合作的纵向嵌入式治理机制研究:基于交易成本的视角

The Vertical Embedding Governance Mechanism Study of Chinese Regional Cooperation:Perspective Based on Transaction Cost

在区域合作研究中,纵向政府关系是一个非常重要,但尚未引起足够重视的研究领域。已有研究侧重地方政府的横向关系,难以解释复杂的区域合作问题,需要将纵向政府关系纳入研究视野。纵向政府关系研究的难点在于合理把握纵向政府介入的程度和方式。在区域合作治理中,纵向政府往往会成为"主宰者"或"旁观者",不利于区域合作问题的解决。本文提出纵向嵌入式治理概念,认为应根据区域合作的类型和交易成本特点,使纵向政府有针对性地介入到区域合作中去,通过上级政府纵向嵌入与地方政府横向协调的有机结合,以实现交易成本最小化。纵向嵌入式治理为我国府际关系发展提供了新思维,只有中央和地方政府有效合作,才能更好地推动区域协调发展。

In regional cooperation study, vertical governmental relationship is a vital issue, but it hasn＇t drawn enough attention. The existed studies emphasize the horizontal relationship among regional governments. As it＇ s hard to explain complicated regional cooperation issues, we should take vertical governmental relationship into study scope. The difficulty in this study is how to handle the degree and method of governmental intervention properly. In regional cooperation governance, vertical government will be the ＂ruler＂ or ＂spectator＂ in most of time, which makes it hard to solve the problem of regional cooperation. This paper puts forward the concept of vertical embedding governance. Also, vertical government should intervene regional cooperation specifically according to both the form of cooperation and transaction cost characteristic. Transaction cost can be reduced to minimal through the integration of vertical embedment of superior government and horizontal coordination of regional government. Vertical embedding governance provides new thinking for the development of inter -governmental relationship. The effective cooperation of central and regional government can drive the coordinated development of regions in a better way.
