摘要
新型城镇化是我国当下社会发展的主题与重要任务。因我国城镇化发展缺乏"原始资本积累"阶段,由此产生了进城农民生活、工作等一系列社会问题,其中"安居难题"是关键性问题。本文通过剖析天津市华明示范镇城镇化过程中的"宅基地换房"成功实践,提出解决我国新型城镇化"安居难题"的可选模式,即坚持贯彻"以人为本"的理念,进行"土地流转机制"和"小城镇投融资机制"的创新,构建"共建共享"的城镇化成本分担机制。同时,通过研究"华明模式"的示范性,提出学习华明经验须具备的时间、空间和制度要等相关要素。
Construction of new urbanization in China faces a heavy task in short time. Its leapfrog development lacks period of primitive accumulation of capital for farmers, resulting housing problem. By analyzing the Huaming pattern, this article puts forward an optional path to solve new urbanization housing problem, adhering to the peo- pleoriented concept, innovating land transfer mechanism and small town investment and financing mechanism, and building rational cost - sharing mechanism. Then by studying whether Huaming pattern can be copied, this article suggests that copying Huaming pattern must have three elements - - opportunity, geographical and human conditions.
