我国省际绿色公共投资环境绩效时空差异研究——基于投影寻踪模型的分析

Time and Space Differences of Provincial Green Public Investment in Environmental Performance in China——An Analysis based on Projection Pursuit Model

提升绿色公共投资环境绩效对我国环境保护及经济可持续发展具有重要的作用。本文在投影寻踪模型的基础上构建了绿色公共投资环境绩效指标体系,并利用2003-2011年间我国30个省、市、区相关数据对省际绿色公共投资环境绩效的时空差异进行实证研究,结果表明:目前我国绿色公共投资环境绩效的总体水平不高,空间上呈现由东部-中部-东北部-西部逐渐退减的趋势且省际差异显著;时序上各地区的绿色公共投资环境绩效曲线均属波动状且整体呈下降趋势;提高绿色公共投资效率是促进其环境绩效提升的重要途径。

Promoting environment performance of green public investment plays an important role in our country＇s envi- ronmental protection and the sustainable development of our country＇s economy. The paper measures the environmental performance of provincial green public investment by the model of projection pursuit with the related data of 30 provinces and the cities from 2003 to 2011. The conclusions show that ： the overall level of environmental performance of our coun- try＇s green public investment is not high, from the perspective of space, it declines gradually from the east, centre, northeast, to the west of China, and there is a significant provincial difference; from the perspective of time series, the fluctuations of environmental performance curves of green public investment in various regions show a trend of overall downward ; improving the efficiency of green public investment is an important way to promote the improvement of its environmental performance.
