城市公共基础设施社会效益评价

Study on Social Benefit Evaluation of Urban Public Infrastructure

城市公共基础设施社会效益反映了基础设施对社会发展的积极贡献,是衡量基础设施部门运营效果的重要指标。文章运用对抗型DEA交叉效率模型对中国35个大中城市公共基础设施社会效益状况进行了评价和分析。结果显示,部分城市存在公共基础设施社会效益状况与经济发展水平及投入规模不协调的现象。原因在于,一些大型城市承载了过多的发展压力,大规模基础设施投入对于庞大的社会需求而言仍然表现为相对不足。加大对中西部地区投入力度,合理推进小城镇公共基础设施建设,是从根本上改善我国城市公共基础设施社会效益状况的有效途径。

Social benefit of the urban public infrastructure is an important target for the public infrastructure de- partment, which reflects its contribution to social development. In this article, an evaluation index system and the DEA cross - efficiency model based on the secondary objective function are adopted to evaluate and analyze the urban public infrastructure＇s social benefit of 35 large and medium - sized cities in China. The results indi- cate that there is no positive correlation between the social benefit of the urban public infrastructure and the lev- el of economic development. What＇s more, the overall conditions of social benefit of urban public infrastructures show obvious regional differences. Adjusting the input structure, increasing infrastructure investment to the cen- tral and western regions, and promoting infrastructure construction in towns are the necessary choices China should make to improve its condition of social benefit of the urban infrastructure.
