摘要
在电子政务项目建设的采购招标中,评标定标是非常重要的环节,直接关系到招标的成功与否,进而影响整个项目的建设。在分析电子政务建设项目的特点基础上,建立了评价指标体系。针对现有方法在权重确定和评标过程中的主观随意性,提出了改进层次分析法和标准离差法相集成的主客观组合赋权法,并构建了基于组合赋权VIKOR模型的电子政务建设项目评标方法,最后通过实例进行了分析。
In the tendering processes of e-government, evaluation is the key factor for the success of the projects. This paper analyzes the characteristics of the government bid and presents a new evaluation model. Based on AHP and standard deviation, the object-subject weight assignment methods are improved by using the weights-assignment VIKOR model. Finally, the proposed methods are analyzed with a real project.
