如何规制垄断者?——谈谈2014诺奖得主梯若尔的招

摘要
即使是思想最自由的自由学派，也不得不承认市场不是万能的。不是吗？看看电力行业，看看电信行业，看看铁路运输行业，你就明白了，在一个拥有自然垄断性质的行业里，怎么着也不能完全依赖市场的竞争来消除垄断带来的效率扭曲。政府这只调节资源配置的看得见的手，终于有用武之地了。但是怎么用这只手来规制垄断的企业？经济学界各路诸侯纷纷支招。
