依法治国背景下传统文化对当代官德的塑造

Significant Value of Traditional Culture on the Moral Construction of Officials Under the Background of Comprehensively Promoting the Rule of Law

当前官员道德出现"知""行"割裂的道德异化现象,主要表现在享乐化的人生观、物质化的价值观、功利化的政绩观、工具化的权力观等方面。究其原由,既有传统文化中消极因素的负面影响,又有社会发展中市场经济自身的消极因素和道德建设、法制观念、防控机制相对滞后所带来的推波助澜。官员的道德塑造既要扬弃地继承传统文化,又要使传统文化中的积极因素与全面推进依法治国这一伟大历史进程中所蕴含的现代法治精神相结合,从而使传统文化在官员的道德认知、道德信仰和道德行为三个层面上迸发出新的生命力,为当代官员道德塑造实现"知""行"合一贡献新的价值。

Colledge of humanistic and social science, Xi ＇an Jiaotong UniversityAbstract ： Currently, an moral alienation phenomenon has been occurred in the split between the ＂knowing＂ and ＂doing＂ of the official morals. The split of ＂knowing＂ and ＂doing＂ mainly manifests in the respects of hedonic outlook on life, materialistic values, utilitarian political achievement concept, toolized power concept and so on. Tracing the reasons, these are influenced both under the effect of negative part of the traditional culture and developing market economy as well as the lagging of moral construction, legal sense, and the preven tion and control mechanism. Nowadays, the direction of the moral construction of officials should selectively inherit the traditional culture as well as making the positive aspects of traditional culture combinded with modern rule-by-law spirit that be contained in the great historical process of comprehensively promoting the rule of law. Thus, the moral cognition, moral beliefs, and moral behavior of officials could be induced to new vitality by the traditional culture, and significant contributions could be made to the unity of knowledge and practice for the construction of the moral of officials.
