合同变更是水利工程建设中常见的现象,合理地处理变更项目是控制工程总投资的关键环节。本文从政府监管的角度出发,对如何以合同为基准,以事实为依据,在审核过程中公平合理地维护合同双方的利益,有针对性地在变更内容审核方面和变更项目审核方式方法上提出了看法。

Contract change is a common phenomenon in the construction of water conservancy projects, and the proper handle of engineering change is a key link in the process of controlling the total investment of project. From the prospect of government regulation, views are proposed targeted on changing content audit and changing item audit mode, aiming at how to fairly and rationally maintain the interests of both parties in the contract in audit process with contract as benchmark and fact as basis.
