论中原经济区低碳经济发展与生态文明建设的实现机制

Implementation Mechanism for Developing Low Carbon Economy and Ecological Civilization in the Central Plains Economic Region

发展低碳经济已成为实现经济可持续发展的必然趋势,也是我国生态文明建设的战略抉择。目前,中原地区产业结构不合理,能源资源消耗重,技术落后,缺乏完善的法律法规。为了响应国家生态文明的建设,大力发展低碳经济,中原经济区应优化产业结构和能源消耗结构,加大技术创新力度,完善低碳法律法规,加强政府引导,鼓励公众积极参与,以推动生态文明建设取得长远进步,使低碳经济与中原经济区建设协调发展。

Developing a low carbon economy has become an inevitable trend of sustainable economic growth and a strategic choice for de- veloping ecological civilization in China. However, there are several challenges, including the unsound industrial structure in central Chi- nth excessive energy consumption, backward technology, and the lack of complete rules and regulations. To respond to the country policy of ecological civilization construction and develop a low carbon economy, the government of central China should optimize the industrial structure and the energy consumption structure, enhance technology innovation, improve the related rules and laws. The government also needs to strengthen guidance and encourage public engagement in ways that make progress in ecological civilization construction and co- ordinated development between low carbon economy and regional development of central China.
