技术资本是高新技术企业长远发展的必要投入要素资本,但其价值转化过程中存在着来自企业内部的技术人员流动性和创新能力、研发经费的筹资方式、设备利用率以及企业专利技术保密制度的完善程度等风险,也包括外部的政策风险、市场风险和行业风险。为降低技术资本价值转化风险,保证高新技术企业技术资本价值尽可能最大化转化,高新技术企业内部风险的应对方面应优化技术资本的配置,适度加快企业机器设备更新换代速率,选择合适的研发经费筹资方式;对外部风险的应对应建立具有风险意识的企业文化,提升企业信息能力。

Technology capital is the essential capital high-tech enterprises must invest for the long-term development; however, the con- version process has many risks, including the mobility of technical staff, innovation ability, financing ways for research expenditure, rate of equipment utilization and the completeness of the confidential system of patented technology. Besides these internal risks, there are many external risks, including policy risk, market risk and industrial risk. To lessen the risks and safeguard the maximum conversion of technol- ogy capital, high-tech enterprises should optimize the allocation of technology capital, speed up the upgrading rate of machinery equip- ment, select a suitable financing way for research expenditure. In addition, the enterprises should shape a corporate culture with risk awareness and promote the information capacity.
