多介质环境目标值及其对大气环境评价标准选择的启示 被引量:2

摘要 挥发性有机化合物(VOCs)是形成霾污染的重要前体污染物,但很多污染物缺乏现行的污染物排放标准和环境质量标准,因此多介质环境目标值常用于环境影响评价和验收中标准的选用。多介质环境目标值可分为周围环境目标值(AMEGAH)与目标环境目标值(DMEGAH),分别与环境质量标准和污染物排放标准相关联。主要比较了国家和地方现行的大气污染物排放标准中有机污染物控制项目限值与DMEGAH计算值的宽严情况;比较了部分VOCs居住区最高允许浓度与AMEGAH计算值的宽严,分析了多介质环境目标值方法在环境标准选择中的适用性和局限性。 Volatile organic compounds (VOCs) are a group of compounds which are important precursor pollutants of haze pollution. However, many of them are lack of current pollutant emission standard and environmental quality standard. Multimedia Environmental Goals (MEGs), therefore, has often been used for choosing standard in environmental impact assessment and checking and acceptance. MEGs can be divided into Ambient MEG(AMEG) and Discharge MEG(DMEG). The limited values of some gaseous pollutants controlled by current national and local emission standard were compared with DMEGAH calculated. The maximum permitted concentrations of some VOCs for residence area were compared with AMEGAH values. Based on the above comparison, the applicability and limitation of MEGs method for deciding environmental standard were discussed.
