结合湟源县农村土地经营权流转现状,分析了当地土地规模流转表现出的积极作用及存在的问题,提出了相应的对策建议:强化认识,转变观念;转移农村剩余劳动力,扩大非农就业空间;继续加强农业基础设施建设;建立适合本地经济发展的金融管理办法;从政策措施、创新机制入手抓风险控制;规范农村土地流转秩序。

According to circulation status of rural land management rights in Huangyuan County, the positive effect and existing problems of land transfer were analyzed, and corresponding countermeasures were put forward ： strengthen understanding, change idea; transfer rural surplus labor, expand the non farm employment space; strengthen agricultural infrastructure construc- tion ; establish financial management measures for the development of local economy ; control risk from policy measures and innovation mechanism ; regulate the order of rural land circulation.
