Environmental Emergency Monitoring System: Problems and Suggestions

指出了环境应急监测工作在突发环境事件应急处置中的作用,并结合近年来发生的突发环境事件应急监测案例,阐述了我国环境应急监测工作存在的经费不足、应急监测能力建设滞后、环境应急监测部门的反应能力较低、反应速度较慢和应急监测人员的素质不高等问题.最后,针对这些问题,提出了一系列加强环境应急监测工作的对策.

This paper highlighted the importance of establishing an effective environmental emergency monitoring system (EEMS)to improve the response to environmental emergencies.We reviewed the performance of China’s current EEMS in managing environmental accidents in the past few years and summarized its main problems including insufficient funding,inadequate capacity of emergency mo-nitoring,poor and inefficient response to environmental accidents,and inadequate competence of the personnel.The paper also pro-posed several suggestions to strengthen the capacity of current environmental.
