涉警舆论安全是指涉警舆论的传播、引导和自我更新能力免受威胁和危害,是涉警舆论本身的安全,而非警察舆论安全或涉警舆情安全。涉警舆论的传播安全主要针对其中的积极因素。在涉警舆论的传播过程中,公安机关应大力开展涉警舆论传播能力建设:高度重视传播媒介;熟练运用传播策略。涉警舆论的引导安全主要针对其中的消极因素。在涉警舆论的形成和传播的过程中,公安机关应主动参与舆论引导:增强涉警舆论塑造能力,坚持警务公开,发布正面信息;增强涉警舆论调控能力,引进舆情监测,坚持持续引导。涉警舆论的自我更新安全主要针对其动态变化。公安机关应运用舆论形成机制、舆论分析机制和舆论调整机制等,加强舆论机制建设和队伍建设,对涉警舆论开展有效干预。

The security of police-related public opinion refers to protecting the dissemination, guidance and selfrenewal ability of police-related public opinion against threats or harms, which is the security of police-related public opinion itself, rather than the security of police＇ opinion or the security of police-related public sentiment. The dissemination security of police-related public opinion mainly targets the positive factors. In the dissemination process of police-related public opinion, public security organs should make great efforts to improve the abilities of disseminating police-related public opinion through paying high attention to the media and expertly adopting dissemination strategies. The security of the guidance for police-related public opinion mainly targets the negative factors. During the formation and dissemination of police-related public opinion, public security organs should actively participate in the guidance through enhancing the abilities to shape police-related public opinion, insisting on disclosure of police affairs and releasing positive information, as well as improving the abilities to regulate policerelated public opinion by introducing monitoring system and holding on to continuous guidance. The self-renewal security of police-related public opinion mainly targets the dynamic changes. The public security organs should effectively intervene in police-related public opinion by applying the mechanisms involving public opinion＇s formation, analysis and adjustment, as well as strengthening the constructions of the mechanisms for public opinion and police troops.
