摘要
以技术、人和社会之间的相互关系为视角,采用文献和案例分析方法,讨论了技术灾害系统的因果结构及其特征,以及由此衍生的灾害控制问题。同时,对技术灾害的传统控制模式与因果结构的不协调,所导致的技术灾害管理现实问题,进行了分析并得出如下结论:所建构的技术灾害因果结构模型,可直接适用于技术灾害评估和管理实践之中,它提供了一个新的因果联接方式,将方法中的各种情况彼此适应;技术灾害因果结构模型是一种分析方法,它能够运用相似的结构,在分析一种技术灾害的同时,也能概括另一种技术灾害和一群技术灾害;对技术灾害上游的缘由分析得越多,越能抓住最根本的东西,也就越容易得到正确结果。
Based on the relationship between technology,people and society as the research perspective,we analyze the causal structure and the control structure of technological hazards system,and its applicable condition and operation rules. At the same time,we further discuss the problems in application of the causal structure of technological hazards in hazards management in China. On the basis of the study the following conclusions are got:the causal structure model of technological hazards in this paper can be directly applied to technology hazards assessment and the practice of hazards management,it provides a new way of causal connection to adapt to each other in various situation; the causal structure model of Technology hazards can use a similar structure to analyze a technological hazard at the same time,also sums up another hazard and a group technology hazards; the technological hazards be analyze by more reason analysis the more able to capture the most fundamental thing,also the easier to get the right result in the hazards upstream.
