基于R-E-B优选产业链的化工园区风险评估

摘要 基于R(风险)—E(生态)—B(效益)优选的产业链是从产业链的风险、生态、效益三个角度出发,寻求最佳的园区产业组合。经R-E-B优选的产业链风险较低、生态性较好。以R-E-B优选产业链后的化工园区为研究对象,分析R-E-B优选产业链与化工园区风险的相关性,提出用企业安全关联修正系数、园区动态风险修正系数来衡量R-E-B优选产业链对化工园区企业关联性及移动危险源风险的降低作用,构建风险修正系数的计算方法,建立综合风险评估指标体系,采用二级可拓法进行综合风险评估。实例评估某化工园区风险,结果表明,R-E-B优选产业链后化工园区风险降低。 R(Risk)-E(Ecology)-B(Benefit) based optimized chains is a way to seek the best industry combination considering risk, ecology and benefit together. Industry chains optimized with R-E-B usually show lower risk and better ecological performance. The correlation between R-E-B based optimized industry chains and CIP(Chemical Industry Park) risk was analyzed, and correction coefficients including enterprise safety connection and dynamic risk of the park were used to evaluate the effect of the R-E-B based optimized industry chains in enterprise correlation optimization and CIP mobile hazards reduction. A method to calculate the correction coefficient was established, and a risk assessment index system was established. The integrated risk was assessed by a two-scale extension method. Case study results showed that the R-E-B based optimized industry chains can reduce CIP risk.
