摘要
质量保障部门、质量委员会、教师发展机构以及信息数据办公室、学生服务部门在欧洲高教内部质量文化生成中发挥着重要作用。质量文化建设中的过程要素涉及质量规划、质量评估、质量项目三个方面。建立完善的质量管理组织体系、形成高效的质量保障运作机制和加强利益相关者的充分互动,共同构成了欧洲高校发展质量文化的宝贵经验。
As an organizational culture which contributes to the development of effective and efficient care for quality,the quality culture has been a focus of European universities.Structure,process and actor are the three basic elements to consider in order to successfully embed in a quality culture.A perfect quality management organization system,an effective quality assurance operation mechanism,and the stakeholder's interaction have constituted together the valuable experiences of European universities developing quality culture.
