中国竞技体育管办分离内涵、职责、模式分析

Connotation,Responsibilities,Mode of Separating Management from Operation of Competitive Sports

在近6年的研究中,课题组调研国内31省市体育局,走访国内17所高校,访谈41名专家,了解竞技体育管办分离现状及问题。针对竞技体育管办分离理论认识空白、职责不清、发展目标模糊的问题,分析了竞技体育管办分离内涵、职责以及发展模式,提出了如下观点:(1)竞技体育管办分离是指竞技体育发展中管理职能与举办职能逐步分开的行政改革;(2)竞技体育管办分离中"管"的职责主要包括7方面内容,"办"的职责主要包括4方面内容;(3)竞技体育管办分离包括3种模式且可分为6种类型,其中,社会管办一体模式体现出时代先进性。

In the past six years, researches were done into how the management and operation of the competitive sports were carried out 31 provincial and municipal sports bureaus. Interviews with 41 experts were made in 17 universities in China. For the management and operation of competitive sports, there was a lack of relative theoretical researches. The division of responsibilities was not clear. The development objectives were not clear. It need to be further clarified that （1） there must be a separation of the responsibilities of management and operation; （2） there management included 7 as- pects and operation included 4 aspects; （3） there were three modes which could be furthered divided into six types of sepa- rating management from operation.
