多中心治理趋势下对政府能力建设的新思考

New Reflection on Construction of the Government Ability under the Tendency of Polycentric Governance

在中国社会转型期,多中心治理的引进对于我国公共行政模式的变革有着重要意义。在我国公共行政模式由管理向治理转变的过程中,政府能力的提升有了新的内涵。加强政府能力建设既是社会多元化趋势的必然选择,也是克服政府自身缺陷的内在要求。在多中心治理趋势下,应着重加强政府的社会整合能力,完善政府能力建设,实现"权力政府"向"责任政府"的转变,规约政府行为,重塑政府权威。

In the transformation period of the Chinese society,the introduction of the polycentric governance pattern has an important value for the reform of our country’s public administration pattern.In the process of our country’s public administration pattern changing from domination to governance,the promotion of the government ability has a new connotation. Enhancing the government ability construction is an inevitable choice of the social diversity tendency,and is also an intrinsic requirement of overcoming the governments’ self-defect.Under the tendency of polycentric governance,it should lay emphasis on strengthening governments’ social integration ability and start with the interest conflict integration,the cultural value integration and the system difference integration. Meantime,it should strengthen the construction of governments’ internal ability system to realize the transformation from ＂power government＂ to ＂responsible government＂,build limited governments,stipulate the government behavior and remodel the government authority.
