构建重大行政决策终身责任追究制度的困境与路径选择

The Dilemma and Path Choices of the Construction of Lifelong Accountability Systems of Major Executive Decisions

无论是依据民主法治理论抑或是建设责任政府的要求,领导干部都应对其行政决策负责。构建重大行政决策终身责任追究制既是依法治国的客观需要,又是建设法治政府的应有之义。对此,本文从当前我国构建重大行政决策终身责任追究制度的困境出发,在分析产生问题原因的基础上,提出了构建重大行政决策终身责任追究制的建议。

According to the requirement of whichever,the theory of democracy and monoeracy or the building of a re- sponsible government,leading cadres should be liable for their executive decisions.The construction of lifelong account- ability systems of major executive decisions is not only the objective requirement of the rule by law,but is also the due obligation of the construction of a government ruling by law.For this,intentions are made in this text to start from the dilemma of the construction of lifelong accountability systems of major executive decisions in our country,and to propose constructing lifelong accountability systems of major executive decisions based on the analyses of the causes of problems.
