The Investigation on the Financial Services for Shanxi's Science and Technology

陕西是科研教育大省,综合实力位居全国前列,在知识产权方面也具有明显的优势,做好科技金融服务,特别是推广知识产权质押贷款,对于推动陕西科教资源向产业优势转化,支持地方经济转型升级,具有重要意义。本文基于对陕西辖内科技金融服务以及知识产权质押贷款业务发展情况的调研,发现专业水平不足、信息不对称、风险缓释措施有限、直接融资介入少、配套机制不到位等问题,提出提高认识、统筹协调、完善机制等建议。

Shaanxi is the province which has great amount of scientific research and educational resources, its comprehensive strength ranks the top all over the country, and also has obvious advantages in intellectual property rights. Doing well in the financial service for science and technology, especially promoting the intellectual property rights pledge loan is of great significance in promot-ing the transformation of Shaanxi’s science and education resources to the industrial advantage and supporting the transformation and upgrading of the local economy. Based on the investigation on the development of the financial services for science and technology as well as the intellectual property rights pledge loan business in Shaanxi province, the paper finds out some problems that the profession-alism is not enough, the information is not symmetry, the risk alleviation measures are limited, the direct financing is far away from e-nough, and the supporting mechanism is not in place. Some suggestions are provided such as improving the awareness, planning as a whole, perfecting the mechanism and so on.
